“Digital rights and responsibilities are the privileges and freedom extended to all digital technology users, and the behavioural expectations that come with them.” (Ribble & Bailey, 2007)
Internet access is extremely regulated in countries under Communist Party rule-North Korea, Vietnam, China, and Cuba. Only a small portion of the population has access to the digital world.
